Thank you for the below information.  A couple loose ends, though.  Please just look into these for FY 18 and let me know if they would cost more than $100 (one hundred) additional dollars to research.  I already told  my "online billpayer" to send a computer printed check for the $87.62 below; please let me know if it doesn't arrive by Friday 12/21.

1) I am still trying to understand what is in that "Facilities Use Rent" lump sum, "RSRC 9746."  Please provide me any documents that would indicate what people or organizations are paying that money.  For instance, if you can provide a summary indicating a certain part of the total (or all of it) is paid by public schools or other parts of the county government, and another part is from private individuals or organizations, that would do.  Or if that kind of information cannot be provided, I would like the underlying accounting data such as ledger entries (but of course I don't need parts like bank-account numbers).

2) I want at least a rough indication of how much pool use the Membership Scans and Daily Admissions numbers below might not be reaching.  (Not reaching spectators and others not actually using the pool is fine.)  If everybody going in to use the pool is supposed to be counted in those categories, please tell me or give me a document about that.  If for example, school students, swim teams or other organizations (like facility renters) are not counted in those categories, please tell or give me documents indicating who those groups are.  For instance, identifying schools' swim teams, PE classes, and/or other groups that use the pool without their entrances being counted, and if possible describing how much they use the pool.  I don't need names of individuals.

Membership scans:  4,836 scans by 138 users (FY 17) and 7,825 by 318 users (FY 18)

Daily admissions: 3,118 (FY 17) and 5,020 (FY 18)

We do not track the number of non-swimming/non-paying spectators.

We do not track the number of swimmers on each team as we are not involved in administration nor the registration process for them.

c. The number of regular users, such as paying members and swim team participants.

I live in Bristow and I am trying to figure out how much the PWCS Aquatics Center costs each year and how and how much it is used. 

The Parks Department gave me the amount of the Aquatics Center's revenue and a basic breakdown of its expenses, but directed me to Schools for more.  So I called the Clerk of the School Board, she said the "Equity and Compliance Office" handles FOIA requests, and I see you as the Compliance Officer on its web page, plus I see another page that says you are the FOIA Officer.

So have I reached the right place and you can handle my request?  Or please point me in the right direction or at least tell me I need to keep looking.

The specific information I am requesting is, regarding your Aquatics Center for 2018 or the most recent year available:

a. Breakdowns of revenues and expenses. Please include an explanation of any revenues that are from government entities, such as the Prince William County School Board or other governments or public schools. In case they may help you research this request:

I attached the "School Aquatics Income Statement" PDF'd email chain that Parks did send me.  If it is correct - and I have no reason to doubt that it is - I don't need a more detailed breakdown of expenses now.  Just of revenue.  (And the usage data.)

If that is correct (please confirm, or send me your version) then the only further breakdown of revenue I want now is an explanation of what is inside that "Facilities rental" number, and how much revenue may be coming from government entities.  (But I still want the usage data.)

If any of this information does not exist, please tell me. If something similar does, I would appreciate if you could provide or ask me about that.  Please provide what you can as soon as practical.

If there are any fees for searching or copying these records, please inform me if the cost will exceed $200. However, I would also like to request a waiver of all fees in that the disclosure of the requested information is in the public interest and will contribute significantly to the public’s understanding of the parks bond referendum the Board of County Supervisors is considering placing on November’s ballot. This information is not being sought for commercial purposes.

The Virginia Freedom of Information Act requires a response to this request be made within five business days. If access to the records I am requesting will take longer than this amount of time, please contact me with information about when I might expect copies or the ability to inspect the requested records.

Schools' Foia responseS

I asked about the recently built Prince William County Aquatics Center ("PWCS Pool") to test our County's track record for indoor-rec efficiency.  One line item of "revenue" - $350,000 in "Facilities Rental" - appears to be mostly an inter-government account for the schools' use for swim teams.  Assuming for now that is correctly priced and can be ignored, we have a separate operating loss before depreciation of about $556,000 for 13,000 entries, meaning our government subsidizes each visit by over $40 before even considering construction cost and interest.  If the "Facilities rental" means the schools' use, and they use it as much as their FAQ page said they did for 2016-17, that's also an operating cost alone of $35 per student per visit.
Six Flags' financials suggest their revenue per visit (including season passes) is about $25.
