Subject: FOIA request for studies, costs, revenues, and usage for referendum and existing indoor facilities

Dear Mr. Hendler-Voss (or please feel free to refer this to another "custodian of records"):

Under the Virginia Freedom of Information Act, §2.2-3704 et seq., I am requesting an opportunity to inspect or obtain copies of public records that explain how Prince William County has considered and selected indoor recreation facilities for a potential 2019 bond referendum, the County's planning for the new Prince William County Aquatics Center, and the county's . If possible, please e-mail me the documents or links to them.

Specifically I am requesting:

1. For the proposed “Indoor Sports Complex”, “Field House”, and “Aquatic and Fitness Center”, please provide any studies (including simple estimates if those are all that’s available) about:

a. Why these projects (including their sizes and locations) were selected to serve county wants and needs. NO DOCUMENT EXISTS

c. How many people are expected to use them, and in what ways. NO DOCUMENT EXISTS

f. Competition with other public and private offerings. NO DOCUMENT EXISTS

2. For the existing Prince William County Schools Aquatics Center, please provide any studies or estimates that were done about the topics above. PWCS IS THE RECORD KEEPER FOR PWCS POOL

3. For the existing PWCS, Chinn and Baucom aquatics and fitness centers, please provide data for 2018 (or the most recent year available) about:

a. Breakdowns of revenues and expenses. Please include an explanation of any revenues that are from government entities, such as the Prince William County School Board or other governments or public schools. In particular, one news source reports a large sum for PWCS Aquatics Center for  “Facilities Rental” – if that is in fact a major source of revenue, please provide an explanation of what kinds of groups were renting its facilities and for what purposes. 4. As mentioned in Parks’ May 7, 2019 Presentation to the Board of County Supervisors (see http://www.pwcgov.org/government/bocs/Pages/Bond-Referendum.aspx ), please provide:

a. Descriptions of the “$315 million in total projects” identified initially and how those were chosen. DOCUMENT ATTACHED [download]

b. The presentations to the Chairman and each Supervisor, NO DOCUMENT EXISTS

c. The Chairman’s and Supervisors’ responses, and NO DOCUMENT EXISTS

d. The process and reasons by which the projects listed in the May 7 presentation were chosen. NO DOCUMENT EXISTS

If any of this information does not exist, please tell me. If something similar does, I would appreciate if you could provide or ask me about that.  Please provide what you can as soon as practical.

This May, I sent similar questions to Mary Beth Schaal, administrative aide to my Brentsville district Supervisor Jeanine Lawson, mschaal@pwcgov.org, 703-792-5745 (direct). She did send me some information from Parks, which I appreciate. On Wednesday, May 29 she said she forwarded some of the questions to you. I mention this to avoid extra work if your department is already working on some of these issues, but I don’t need answers to any separate Parks questions from before June.

If there are any fees for searching or copying these records, please inform me if the cost will exceed $200. However, I would also like to request a waiver of all fees in that the disclosure of the requested information is in the public interest and will contribute significantly to the public’s understanding of the parks bond referendum the Board of County Supervisors is considering placing on November’s ballot. This information is not being sought for commercial purposes.

The Virginia Freedom of Information Act requires a response to this request be made within five business days. If access to the records I am requesting will take longer than this amount of time, please contact me with information about when I might expect copies or the ability to inspect the requested records.

If you deny any or all of this request, please cite each specific exemption you feel justifies the refusal to release the information and notify me of the appeal procedures available to me under the law.
